Mike Jacob serves as General Counsel and Vice President of the Pacific Merchant Shipping Association. Mike advises PMSA on legal, statutory and regulatory matters, and regularly testifies on behalf of industry at administrative and legislative hearings.Prior to joining PMSA Mike worked in various capacities in the California state legislature as well as providing strategic consulting to local transportation agencies in the Bay Area. In September, PMSA announced the selection of Mike Jacob as the President of PMSA upon the retirement of current President John McLaurin.
Rob Lapsley is president of the California Business Roundtable, a nonpartisan organization comprised of the senior executive leadership of the state’s major companies employing over half a million Californians. Before he was named president in 2011, he was vice president and state political director for CalChamber. He also served as president of RCL Consultants and vice president of Arnel Development, one of the largest private real estate companies in Southern California.
Greg Devereaux served in state and local government for over 40 years, holding a variety of leadership positions including City Manager of Fontana and Ontario, where he worked with the city councils to improve each city’s finances, as well as Chief Executive Officer of San Bernardino County California where he helped the Board of Supervisors lead the County in a new direction which emphasized fiscal responsibility and working as a team. He worked with the Board and the San Bernardino Associated Governments in a community-driven effort to develop a Countywide Vision. He recently retired and opened his own consulting firm working with both public and private clients.
Eleanor Torres is the Director of Government Relations for the Port of Long Beach, California, reporting to the Deputy Executive Director of Administration & Operations. She was appointed to the post in December 2019 by the Long Beach Board of Harbor Commissioners, the city’s governing body for the Port. The Government Relations Division is responsible for advising the Port’s Executive Director and the Harbor Commission on Port-related legislative issues and assisting in the formulation of the Port’s legislative agenda. In her capacity as Director, Ms. Torres serves as the Port’s representative to federal, state and local governments and oversees the activities of the Port’s legislative advocates in Sacramento and Washington.
