The president of the Independent Cities Association, has written a great editorial expressing opposition to SB 469 (Vargas; D-San Diego) a bill that seeks to make the local approval process for certain retail development more difficult.
“[it] is unfortunate our state legislators are now trying to make important local planning decisions at the state level. Legislation is being considered that would effectively take away the power of local governments to make decisions about their local economy. The bill, Senate Bill 469, would require local communities to conduct bureaucratic and tedious economic impact studies before allowing a superstore to be built.
