    Defeated a bill that had the potential to add a massive fee to real estate transactions. AB 561 (Ting-D) sought to allow counties and/or cities to impose an additional fee on commercial, industrial and residential rental property by adopting the “change in ownership” definition from property tax law for purposes of determining whether a documentary transfer tax is due.
